    In the midst of COVID-19, i.e. Coronavirus, Procurement practitioners and staff nationwide have been displaying the inert value they bring to an entity when an emergency requires rapid response. Reviewing actions taken by Procurement staff over the past few months forced everyone to understand the role Procurement plays and the value they bring to supply chain activities. This value is demonstrated not only in day-to-day decisions and actions, but by being proactive and effective during times of emergency. In this session, we will be discuss four primary areas in which procurement professionals use professional judgement and add value on a daily basis:

    • Emergency Management
    • Strategic Value
    • Ethics & Professionalism
    • Procurement Values & Principles.



    Victor Leamer is the Senior Buyer with Spokane County in Washington previously working 30 years with the State of Alaska.
    He has presented NIGP webinars on protests, responsiveness, and contract price adjustments and leads
    the online course Developing and Managing Request for Proposals.

    Victor has a bachelor's degree in Broadcast Journalism from Western Washington University (Bellingham, WA) Victor also serves on NIGP's Knowledge Management and Content Management Committees.
